A White Paper with proposals to secure the legacy of Paris 2024

As part of its commitment to ensuring a lasting legacy from the Paris 2024 Games, Sport and Citizenship has published a White Paper outlining concrete proposals beyond sporting performance.

Building on extensive consultation with experts and stakeholders following the first Citizens’ Sport Conference organized by our Think tank in December 2024, it highlights two main levers that should be deployed in France: local contracts to coordinate and strengthen access to physical activity, and territorial endowment funds to sustainably support inclusive community sports clubs.

While rooted in the French context, these initiatives provide tangible examples of how major sporting events can generate long-term social impact. Sport and Citizenship has started approaching potential partners to develop some first initiatives that would serve as “prototypes” in a test-and-learn mode.

A first assessment of the Think tank’s recommendations will take place in December 2025, during the next Citizens’ Sport Conference.
